In a heavy-bottomed pan, bring the remaining milk to a boil over medium heat. Stir occasionally to prevent it from burning. Once it comes to a boil, reduce the heat and let it simmer for about 15-20 minutes, allowing it to reduce slightly.
3. Mix the Ingredients:
Add the condensed milk, heavy cream, sugar, cardamom powder, and saffron-infused milk to the simmering milk. Mix well and cook for another 5-10 minutes, stirring continuously. The mixture should become creamy and slightly thickened.

4. Incorporate the Pistachios:
Remove the mixture from heat and let it cool for a few minutes. Stir in the chopped pistachios and rose water, if using.
5. Freeze the Kulfi:
Pour the mixture into kulfi moulds or small cups. Cover them with aluminium foil and insert ice cream sticks into the centre. Freeze for at least 6-8 hours, or until the kulfi is completely set.
6. Serve:
Run the moulds under warm water for a few seconds to unmold the kulfi. Gently pull out the kulfi and garnish with additional chopped pistachios. Serve immediately and enjoy the creamy goodness of Kesar Pista Kulfi!
